Notes: | Dowling also served as Renville County Superintendent of Schools and was appointed U.S. Commissioner of Education by President William McKinley. When Dowling was 14 he had to endure the amputation of both of his legs below the knee, his left arm below the elbow, and part of his right hand due to frostbite during a blizzard in the winter of 1880. |
