Bullock did not appear on the general election ballot. Pursuant to Minn. Stat. ยง202A.41, Subd. 3, on September 23, 1980, the State Canvassing Board determined that at the September 9, 1980, Primary Election, no candidates of the American Party of Minnesota received 10% of the average votes cast at the last general election for state officers of the American Party of Minnesota within any district in the state. Consequently, no candidates of the American Party of Minnesota were certified as the nominees of their party. Since no candidates filed nominating petitions by October 3, 1980, no American Party of Minnesota nominee for this office was certified by the Secretary of State for the November 4, 1980, General Election.
