Putnam was an attorney from Red Wing who was appointed to the commission in November 1917 by Governor J.A.A. Burnquist after the resignation of Charles Elmquist to become a solicitor and secretary of the National Association of State Railroad Commissioners Valuations Committee.
Tillquist was a railroad engineer from St. Paul. He was nominated by petition to run as a Farmer-Laborite in the general election.
