The election for this seat was for a six-year term.

Putnam was an attorney from Red Wing who was appointed to the commission in November 1917 by Governor J.A.A. Burnquist after the resignation of Charles Elmquist to become a solicitor and secretary of the National Association of State Railroad Commissioners Valuations Committee. Putnam resigned on May 1, 1923 to become a member of the Minneapolis law firm Shaw, Safford & Shaw. Governor J.A.O. Preus appointed Ramsey County Republican Committee Chair Charles W. Sterling to fill the vacancy. Sterling then resigned on May 22, 1923 to become the campaign manager for Judge Oscar Hallam in the special U.S. Senate election (Preus won the GOP primary in June 1923). Governor Preus appointed Frank W. Matson to fill the vacancy in July 1923. Matson was the Commissioner of Public Safety, and president of the Minnesota Police Association.

Tillquist was a railroad engineer from St. Paul. He had run for the GOP nomination in June 1918 and was nominated by petition. Tillquist was also a Farmer-Labor candidate for the office in 1924.

Jacobson was a resident of Elbow Lake.

Hokanson was a resident of Winthrop, Prohibition nominee for HD 21 in 1908, and National nominee for Railroad and Warehouse Commissioner in 1914.
