Otis was a public relations consultant from St. Paul, former state Representative (HD 58B, 1979-1983; HD 59B, 1983-1991), and DFL Party Chair (1990-1993). Otis was the party-endorsed candidate.

Perpich was a legislative consultant from Shoreview, former dentist, former state Senator (SD 63, 1971-1973; SD 05, 1973-1981), and brother of former Governor Rudy Perpich.
