Mattson was a law student, director of the St. Paul Office of Consumer Affairs, and son of former Minnesota Attorney General Robert W. Mattson, Sr. (1964-1967).

Loehr was the Mayor of St. Cloud, former state commander of the Veterans of Foreign Wars, and the party-endorsed candidate. He was also a nominee for SD 27 in 1964 and Democratic nominee for HD 17B in 1984.
