Special election to fill the vacancy caused by the Minnesota House of Representatives declaring the seat held by Representative Barney Bischoff vacant on February 7, 1969. Bischoff had served for one month of the 66th Legislative Session following his apparent victory in the November 5, 1968 general election. Bischoff's victory was contested by defeated Representative Jack Fena (and 3rd place finisher) who accused Bischoff of making false claims in campaign advertisements. Rutter was the other incumbent in the 1968 general and placed fourth.
