Rines was a resident of Mora, former Kanabec County Auditor (1894-1904), former state Representative (HD 32, 1907-1915; HD 55, 1943-1947), former House Speaker (1913-1915), and publisher of the Kanabec County Times.
This was the first election cycle in which Democrats failed to field a candidate for the office.
