Ludwig operated a hotel in Winona, was a former Winona Treasurer, Mayor of Winona, and the Democratic nominee for Lieutenant Governor in 1894.
Anderson was a teacher, former Lac qui Parle County Register of Deeds, and sitting Lac qui Parle County Treasurer.
